Think about it.
Such legend like Caustic work best for a slower, defensive playstyle. And his skill set takes time to setup properly.
I'm not saying Caustic need to camp or stay in 1 place all the time, i'm saying a slower but steadily approach is best for him
Some other legends can fit very well with Caustic should be Lifeline, Gib.
Path/Wraith/Bang/Octane, by nature, they are best for much higher mobility playstyle. These legends all have ability to relocate themself so efficiently and with much faster momentum.
That's why, it's not wrong to say Caustic is among those "slower" legends.
