New Apex Legend Idea

I was thinking since there’s no Australian Characters, possibly an Aussie Legend and here’s my idea for him:

Name: Timebreaker 

History: He lost his family at a young age, around 13 or 14 due to his parents, both being scientists, being killed from an explosion while trying to create time portals, he was burned on his face partly from the explosion and was put in a coma for 4 years. His parents owned the company and so it was passed down to him... being too young to run it, he had all the time he needed to learn everything his parents did and more. He learned how to change time, ever so slightly though.... alter it and morph it so he can become... a Timebreaker. But achieving what his parents couldn’t wasn’t enough.... he wanted more. He needed to learn how to go back in time to save his family. When he saw the games... he couldn’t help it... no... he was drawn to the screen. He spotted someone... someone who can help. Wraith. He needed to speak with her... he needed her help... and maybe a few others. He left for the games... entrusting this employees to run the company in his absence. 

Abilities:

Passive: Friendlies have their Abilities and Ultimate gain a small percentage of a boost while in a 5 meter radius of Timebreaker. Reverse effects on enemies after 5 seconds (doesn’t work while knocked)

Ability: Able to give 1 Friendly a cool down reduction of up to 15% for their abilities. Does reverse effects on enemy Legends.

 Ultimate: Gives ultimate accelerant effect to those around him.(Keep in mind, this works on Enemies as well: Activate with care) 

Obviously it needs some tweaking but I’d love to know what your thoughts are on him.
