Thing is, it's allowed but not if you tweak your settings to the point that it surpasses the in game ones. Like if your taking off smokes completely and textures completely etc. You are then editing your graphics way below the games design giving you an unfair advantage. So far they haven't blacklisted it as a whole but tweaking your settings to that extent is still bannable. So whether they'll ever blacklist the whole thing or just ban people who tweak the settings that low remains to be seen.
As of right now you can use the tool but as I said nothing can be below the in game settings. So it's best to just adjust them from there instead.
