It's been stated that the servers we connect to when we start Apex are just for the lobby. Matches usually happen on Google Cloud, AWS or Azure servers, probably data centers closer to the server you connect to, but, when there is net congestion, there's a good chance that you end up on a server far away, at 150ms ping. ISP routing also plays a role, what's geographically further away might be closer lag wise, what is close in terms of ping might go through unstable hops that drops packets, etc..
