You've actually put a really good post together there.
I think the problem is that the actual lobby and game server, which are one and the same thing, have a much higher ping than the server selected by the play at the startup screen, while they share the same name even though they are clearly in different places. Unless there's an error.
Being from the UK and seeing that the London data centre I have selected isn't the same one I'm playing on has annoyed me. The UK is a very profitable place for EA and I don't want to discover that they've decided that a game server in London is a luxury for Apex players from the UK.
The London server I select at startup has a ping of 11ms, while the lobby/game server is 37ms lowest and constantly fluctuates upwards to about 95ms. Which is very poor for gaming. It bounces all over the place.
I'm also never in game with other Brits. Well rarely. It's mostly people from all over Europe and also what sound like Russians.
Now I've played thousands of games and I don't often complain about this. But it's getting on my nerves and we deserve a lot better. The UK is an amazingly profitable place for EA and gets a lot of positive PR from the Premier League and all that stuff. So sort it out.
