This is likely due to Arenas. In Arenas Devo and LStar were favorite early round picks, particularly for Rampart Players.

@Cheese9Man I play arenas a lot because at least there you can't get 3rd or 4th or 5th partied when everyone drops Fragments, and the number of Ramparts and Gibbys running Devotions in R1 is too extremely elevated.

  I dont like the Havoc recoil change. You shouldnt mess with recoils or everyone will start using R-301 ...Wait a minute :D
