I will go first. I think he is balanced, maybe even leaning to a little underpowered. His passive 3rd gun I only use when in ult. I find the button to switch to it when not in ult is awful. I would rather just have it be the same swap button and swap between 3 guns. His tactical is good up close or if you need to close the gap when in a 1v1 but outside that it does not really pay to spam it. I do not feel like I have run into anyone using it in a crazy manner. His ult is fun but only lasts long enough to push hard or from close in. Having a gold gun in your pocket is very nice, especially early game. The movement speed when in ult is also really nice.

I have owned him all week only played him in one BR. Mostly been learning the moves in the firing range. I can tell you this much, he has a better skill set than Horizon. Not hating on Horizon but she has a singularity that doesn't seem to do a heck of a lot. Ballistic has his smart bullet that make even a poor shot like me a marksman. Not that it is for damage but more for affect. The sling gun being gold is an awesome skill alone. I need to learn more about him, before I figure out how to create a game plan for him.
As a side note; something I think useful about Horizon's gravity lift. I found it is pretty funny to toss it at enemies like a grenade. The effect reminded me of the scene in Guardians of the Galaxy Volume 2 where Rocket has his traps making all the mercs fly up into the air.
