UCMD Delay symbol

This error just appeared out of nowhere and I can’t seem to fix it. I reinstalled the game, tried to increase the graphics somehow, but it doesn’t help, the FPS has increased, but there’s no point. This error appears at the beginning of loading the game, the ping rises to 300 and terrible freezes. It also often appears during the game, there is a certain delay and my hits to the enemy do not react.
