24/7 bad connection - lags ??

Question

I thought this 'laggy' feel are my FPS but now they're fine and I still feel this 'stuttery feeling'.. for example:

The mouse movement has slight stutters

I rubberband

Doors flicker

Game has really tiny mikrostutter-feel to it

This ruins everything.. I don't have this in other games

Vsync is adaptive

R7 2700x

GTX1080

16gb ram

game on ssd

Now, I know everyone always just has answers to real easy or known issues but I'd appreciate it if someone could help me out here.
