Am I locked out of cross save and progression forever from my main apex account?

Am I locked out of cross save and progression forever from my main apex account? 

It is saying "Your accounts can’t be linked because the EA Account for "lt*****@gmail.com" was previously linked to the Steam account for *insert old steam account name*

I started on Xbox and linked it to my EA account. I also wanted to try apex on PC and this was way back before all this cross save stuff so I made my first Steam account and linked it to my main email which was also the one with my main Xbox apex account. Now my steam account which was linked to my main EA, I had shutdown the account due to lost passwords, names and emails for that steam.

Now I have a completely new steam account which I made which is now my only and main steam account. I used this steam account to play apex on pc with a NEW ea id I created (this is still before cross prog/ save). Now I have unlinked these two (main/ new steam acc and new ea id for apex account), but I am also unable to link my current main EA id with all my Xbox progress and my new main steam account.

As its not letting me and only now have i discovered you could only link once to an account, am I completely locked out of playing Apex on pc with my xbox content and such. Much help would be appreciated. Many thanks. Kind of bummed I cant link accounts now, and I dont think im missing anything here so im convinced im locked out of playing my xbox account on pc.
