amd 6600xt usage doesnt go above 70% in crowded areas

cpu: ryzen 1600x @ 3.9ghz & max 1.375v
gpu: amd 6600xt -> OCs in attachments 

ram: hyperx 2x8gb 3200mhz

mobo: rog strix b450f gaming 

psu: corsair tx650m

win 11 (same issues with win 10)

when playing @ 1080p my GPU usage does not go above 70 unless I'm in a low graphically challenging area, playing at 2k VSR gives similar framerates with average higher GPU usage, exact usage details can also be found in attachments. 

funnily enough, my GPU usage when in the firing range always stays above 90..
