anticheat doesn't close after closing the game

anticheat doesn't close after closing the game
it keeps running in the "system" service and it appears "running" in steam even when it's not 
i tried stopping it from steam , closing steam throw system tray or task manger but it's still running and opening steam again the steam shows that the game is still running 
tried verifying and deleting anticheat and downloading it again throw verifying and didn't work 
i know a friend that had this problem on EA also
