i have submitted over 3 reports because they all got declined immediately and nobody told me how long my ban is going to last

First off you need to speak with your brother to find out if he accessed your account and how? or whether it was hacked?

As EA_Aljo Mentioned other than advice we (The Forum) cannot help with account actions, please use the link provided. 

If you gave your brother access to your account and they did bad stuff on it and got it banned that is not good and even though it is not purely your fault it is still your fault.  EA does not allow the sharing of accounts, it is against the ToS. 

Do not let others use your game account (Friends and family alike) because if they do something wrong on your account it is still your fault, nobody wants to have a sanction on their account because somebody else did or said something wrong.

I'm sorry to say, there is nothing else we can do. You'll need to wait out the ban. If it's a permanent one, you won't be able to play on that account any longer.

it wasn’t my brother and i haven’t played in ages i just got an email i was banned one day 

It's possible your account was hijacked. You could open a case with an advisor to have them look into this. Instructions for opening cases can be found here. Do not select the option for disputing a ban though. That will just submit it to ToS again. An advisor needs to investigate your account to see if it was compromised.

becasue of my ban, i can’t access any of the hacked account help on ea website and it says i need to resolve my ban before i can contact an advisor

Try opening a case without being signed in.
