I was able to fix by removing a usb flash drive... It may sound dumb, but maybe that will help you.

Restarting,clearing cache,reinstalling
I think there is a problem with Steamworks common Redistributables, because every time I try to run apex,both apex and Steamworks CR will start updating and when I check it, it'll show as 0bytes updated and run the game.
I was able to fix by removing a usb flash drive... It may sound dumb, but maybe that will help you.
can't believe this actually worked, who woulda thought a usb could cause so many issues. I've been trying to figure this out since yesterday... thank you
