constant freeze and stutter every 2-3 seconds

So ive been playing apex on this pc with default video settings for a few months with very little to no problems while running it. I've run it while streaming to twitch and while watching youtube, espn, etc. on my pc.

One day while gaming with a couple of friends, i randomly started a weird lag. Every 2-3 seconds the game stutters and does a rubber band effect with my character. I have to pick up in game items multiple times because it disappears and reappears back on the ground as if the game isnt registering my actions. One of the friends i was playing with also said he could hear my voice lagging while coming through the voice chat.

Since the day its started, ive tried running the game at all times of day with the same result. ive changed all video settings to the lowest possible and had the same problem. ive tried just about every youtube video of stuttering lag and none have helped a bit. The one and only playable session lagged at the beginning like its been doing and cleared up for a while. i played about a game and a half before it started and cleared again then maybe after 20 minutes of more gameplay my computer completely froze.

if someone has had this problem PLSSSS  help

GPU: geforce gtx 1660 super ti

16 GB RAM
