Controller on PC fluctates when the FPS is uncapped

This is still an issue. I've tried this with an xbox one controller and a DS4. Changing from windowed, borderless, or full screen doesn't fix it either. The only fix I've seen is to cap your FPS in game properties to less than or equal to 200. Issue is not present when using mouse and keyboard.
