Lowest on everything, even lowered my screen resolution.

I presume that means texture streaming is also at 0gb?
Does your laptop feel hot when running apex?
Try monitoring your system temps and see if they correlate with drops in clock speeds in a program like msi afterburner.
It does get hot, what can I do about this.
It's normal for it to feel warm, but if it is feeling hot on minimum settings at lower resolutions, there's a good chance you have a cooling issue. It could be dust, bad thermal paste, or a busted fan. In which case I would take it to a computer professional (unless you feel comfortable yourself) and have them examine the laptop's cooling capabilities.
