if your GPU is not 99% then you inside CPU Limit.
But you can limiting FPS with max_fps to 60 and your usage should go down, however 99% GPU Usage is normal.
20% GPU Usage in BF5 with a 2080ti you have a heavy bottleneck, make sure you have future rendering ON
@KuchenBear Friends use 20% to 30% GPU.
90%~99% is broken application.

So this just means your friends have heavy bottleneck
Basically under 90% GPU Usage means your CPU Bottlenecks or have limiters ON
