Oddly blurry. Like it's not in 1080p

All of my settings are at the highest they can be, and i can easily run this game. The only real problem im having is that the game doesn't really seem to be in 1080p, more like 720p perhaps, or even...

Put "Adaptive Resolution FPS Target" to 0.

I had the same thing for a while, then I noticed that when it was minimized it looked perfect. I checked settings and realized when you go full screen it doesn’t change the graphics at all, and I was still on 1380x1080. Changes that and all good
