Usually in cases like this, there could be 3 possibilities as to why this is happening.

"Not all of my accounts were shown on the account merging screen:
Only accounts that were linked to the EA account at the time of receiving Cross progression are eligible to be merged together.
There are a few exceptions for accounts that will not be merged:
- Accounts that are linked to a different EA account
- Accounts that are banned
- Secondary accounts that were created after October 26th 2023"
Obviously, I would assume that neither of your accounts have been banned or made a secondary account after October 26th.
So you must have unlinked your main platform from your main EA Account. In this case since you can't unlink your platform, you can contact EA Support and speak with an advisor to assist you in linking the right platform. If you had previous progress on your Xbox, its most likely because wherever your Xbox was linked before has all of your saved data from Apex Legends.- 2 years ago@TheRedLion93 So basically I have to find out what EA account it was linked to but how do I even do that when I tried the 2 EA accounts I remember using and they both didn't work

Yes, but have 2 different EA Accounts will be eligible for merge (Which I understand you already are aware of).
I'm pretty sure by contact EA Support, they will show you the way in regards to what platform you had linked previously. Just hand them the right information they need to assist you.
- 2 years ago@TheRedLion93 And since it was years ago even before season 1 of apex where I started playing I have no clue to what EA account it was binded because normally it was bound to this account and when I played on pc with this account I could see my old account in the clan I was in and it was still there but now when I tried the cross progression thing it deleted that account and put it as this account with this level and nothing on it and then when I unliked to try and link with another EA account I own it turns out that account was level 1 so idk

I understand.
Just try getting in contact with EA Support with the link I provided earlier and they will assist you in getting your Xbox progress back by linking the right EA Account. That's the only reason I believe you don't have anything on your Xbox is because of unlinking from one EA Account to the other (which could result to loss of progression.).
If you want to use the Xbox progress into you PC (Which is possible), you would need to link the PC under the EA Account that originally had your Xbox linked to.
