If you've been running into this issue consistently, I'd definitely suggest checking through our basic and advanced troubleshooting steps.
Changing your DNS is typically a pretty solid step as well, however since that hasn't done much to help you out this time it may be worth checking through the remaining steps there as well.
I have been playing since season 9 and never had this problem at all I even spoke to the technical supporr and they sent me to the "basic and advanced troubleshoot" but it did not work and like I said I am not the only onr with this problem and its effecting my gameplay especially because I like playing ranked and in such a competitive space I can't be playing with 50+ loss 95% of my games.

Hey @zaineos42651,
The other option to check into would be going back through these settings to change your DNS again to something other than the Google DNS. Since you'd changed that without any result whatsoever it may be worth trying with a different DNS.
Aside from that if you've completed all the other troubleshooting steps we have available, afraid it would be best to reach out to your ISP.

It can't be my ISP because EVERY other game is working and I have no packet loss at all accept with Apex Legends and like I said many people are saying this ,they only get packet loss and higher ping in apex legends but their other games are 100% working fine.

Just to clarify, if this was an issue with the servers themselves we'd be seeing this happening to everyone, which is not the case.
That also doesn't mean the fault lies with your ISP, just that they're best equipped to look into any other connection issues that would be located further along.
It's definitely possible that your own connection is fine, but that there's some point along the path between your connection and the servers that is having issues.
Your ISP would need to look into that possibility further if the troubleshooting steps we have available haven't helped out.
