Questions about cloud synchronisation of Profile and Settings across accounts

Lately I've been automatically switching the Apex Legends archive file every time I I switch Steam accounts (after double checking that it's not switching the archive file for the cloud archive, it's resetting the archive file to the default) I don't want to switch it, how do I turn off the cloud sync for the archive? I've turned off the cloud sync for each account, but that doesn't work. I believe the cloud archive aspect is a feature provided by Steam, but Steam Customer Service says it should be your problem. I just want to turn off this feature, there is a file on the profile page called steam_autocloud.vdf.

Please help me with this, I need a solution badly, the need to readjust sensitivity, fov and other settings every time I switch accounts is almost breaking me.
