I had the same problem, but I solved it.
Try using Repair Game.
1.Select My Game Library in Origin.
2.Right-click on the game tile.
3.Select Repair Game.

You have to go to My Library first, then right click on Apex Legends.
I fixed it by renaming the Apex folder to Apex Legends 2
Repairing the game worked for me. You have to stop the update first before the Repair option becomes available. After repairing, I was immediately prompted to agree to the terms of service or something again. Once I agreed, the download started instead of the Preparing status. It has now made it past the 8.46GB mark.
