Was the Xbox account ever linked to a previous EA account? If so your progress is stored at the EA account level and would be on the previous EA account, to attempt to restore your progress and items you would need to link it back to its original EA account. 

Besides that, to confirm if you started playing on a platform after the October 26 cut-off progress items would not be eligible for transfer.
