If you want to purchase Apex Coins with your EA Balance then you'll have to do so by purchasing them via the EA App Store.
I'm not sure if you're able to buy this via an EA Website, so I'd recommend doing it via the EA App, as it's also a bit more secure.
Launch up the EA App, type in Apex Legends and it should show an add-on to purchase Apex Coins.

(P.S It's also possible that the coins won't show up after purchasing it via the EA App Store, if that happens then you'll have to start up the game via the EA App to receive the coins)
