You should be able to link your PSN account to your EA Account with these steps.

Note that this will let you link a console account, but currently progress is not shared between different platforms in Apex Legends. If you haven't played on PS4 before, then you would be starting fresh even with a linked account.

If you're seeing that a different account is already linked when trying to log in on your PS4 though, please reach out to an Advisor so they can take a look.
