Another Legend with an RX580 was able to fix this from the discussion below.
Hey @EA_Blueberry FreeSync isnt supported by my monitors DELL U2414H
after hours of tinkering and the same result, I give up. Updated everything, turned off v-sync etc. same results.
Uninstalling.
