Reset your entire settings to default. Should work
I attempted changing the different key bindings as well as the original "1" and "2" keys and still cannot complete the tutorial. I do not have a PC controller. Do you have any other suggestions on how to complete this task?
In your settings , mouse and keyboard tab, and then look for "cycle weapon", create the button of your choice

Go to the place where all weapons are displayed. Get close to one of the weapons on the racks and hold e next to it

Using default settings, scrolling down on the mouse switches the weapons. This completes the tutorial rather than using 1 or 2.
