An update!
I deleted apex, deleted the local cache (C:\Users\<USER ID>\Saved Games\Respawn\Apex), REINSTALLED (through steam) but the stutter still remains.
For the 100% CPU/GPU/RAM usage, this worked for me and some other people in the Apex Legends discord:

This PC > Windows(C: ) (or wherever your apex files are) > Users > (your user profile's name) > Saved Games > Respawn > Apex and from here, delete the assets folder, then run the game.
Do not remove local or profile, since those just contain your ingame settings. They will be completely reset if you remove those folders.
After doing this, just run the game. It will automatically redownload it without needing to manually verify your files. Last time I played and used this, I had to redo it again after I closed the game. So if the high CPU usage comes back, just redo these steps whilst the game is closed.
It's definitely not a permanent fix. We need to wait for the devs to fix it. They know about the bug, but are having difficulties pinpointing it down. So if anyone knows anything about it, @rspn_pav on twitter is a dev that people have been talking to about it on twitter. He's been trying to get as much information about the CPU bug as possible and has been asking people to share their PC specs with him.

If it's about information about bugs, like consistently replicating them/others, I believe he said that his DMs will always be open. But if you're hesitant about DMing him, I have a twitter link where people with the bug are just sharing their specs.

- 5 years ago@TrueTripleH Unfortunate to hear ☹️ , thanks for trying and updating us here though.The last time I tried it was not long after the s10 patch, it managed to get rid of my stutters for the few matches that I did play but personally, I haven't used it since, and a person in the discord has been using it ever since and it apparently works for him. Worth a try anyways.. I'll try to share more if I hear of any other possible temp fixes before the devs finally fix it.

For me the stuttering seems to happen when the ping fluctuates. It's going from 60ms to 100ms to 250ms and in between. That's when it freezes and stutters. I thought yea,could be my internet. But i upgraded my internet today and re-installed apex and tried to run it but nope, even with 2.5 times the speed of my previous internet, the issue still persists.
