Have you had the chance to try setting a different DNS on your PS4 to see if that helps at all? I've seen cases in the past where using a different DNS can help with issues like this. To change the DNS on your console following the steps below:
1. Go to the Settings on your PS4 and select Network
2. Select Set Up Internet Connection
3. Choose WiFi or LAN Cable depending on what type of connection you're using
4. Select IP Address Settings (automatic)
5. Select DHCP Host Name (Do Not Use)
6. Choose DNS Settings (Manual)
7. Enter 8.8.8.8 as the Primary DNS and 8.8.4.4 as the Secondary DNS. This is the public Google DNS, but if there's a different DNS you would rather use instead that's OK as well.
8. Select MTU Settings (Automatic)
9. Choose Proxy Server (Do Not Use)
10. Select Test Internet Connection
