could this be checked from the EA/Apex side? The message appears to be tied to my account, and I would like to know if there is any hidden restriction affecting voice/text chat.

When Respawn looks into the issue themselves, I'm sure they'll be looking into your account as well, (though, they won't be able to see anything imposed by PlayStation).
Have u checked it? My account presents the same issue
