1.1.0 Portal XP makes no sense. Adjusting Restrictions shouldn't affect XP or AI

For those who wonder why there's no AI in Portal, it's because enabling AI in Portal forces the server to restrict as much XP as possible, this is nonsensical if Modifiers, Restrictions or the Rules ...

the lack of hardcore is killing me. Spraying people with 5-7 bullets for them to turn around and kill me in 2-3 is starting to burn me out.
