That is correct.
If you don't own the Premium Battle Pass you can still play on the "Persistent Server". You just don't have the option to make your own Hosted server persistent.
Can you pick the region you want your persistent server to exeist in?
I tried hosting a Portal server last night just playing around with some stuff and I had a 140ms ping to my "own" server.
I am in Northwest U.S. and would like to host a server for myself and others in my area.
