Personally, I think they should provide additional content across all platforms, provided you've bought it on one and have purchased the base game on those platforms.
The decision to buy the base game itself on multiple platforms is on you and your personal choice to have it on different platforms, but I feel like any additional content purchased beyond that should be made available on whatever systems you own the game.
I have it on both ps5 and pc (gold bought on pc and standard on ps5).

When you log onto the PS5, does it show that you own the Year 1 Pass under “Store” tab in the game?
