I tend to agree that the Flashpoint is in Breakthrough quite terrible for defenders. First three objectives seems to be very hard to defend - there is so little cover and just on a small area that everybody is cramped together on a few spots, which is an easy target to various kinds of explosives and focused fire. The fourth objective is much better in that regard, but there is so many access routes it can quickly turn into chaos without a clear flow. Still the best of the objectives nonetheless. The fifth objective is terrible again as defenders fight up the hill and then defend pretty dull halls.
I like to defend on basically any Breakthrough map, but not this one.
My subjective list of suggestions: Put more solid covers wider around first three objectives, so the defenders can spread around, properly cover flanks, etc. Limit access routes for the fourth objective (especially around the tower/silos area). Shift zone of the defenders for the last objective a bit and more cover at the hilltop, so the attackers must fight their way up to the hill first. Add some sandbags and accesses to the hall roofs, so defenders can utilize that easily. Possibly reduce a number of vehicles for attackers by one (but it depends on the effect of the changes mentioned above).
