First of all: spread/bloom has always been a part of Battlefield. Yes, also BFV had it. Weapons having spread does not make them broken, especially not in Battlefield.
ARs in the Beta were too accurate. I got lazered over distances of 200m+ consistently. In Battlefield that's a DMR distance, ARs should not be this effective at this range.
SMGs are CQB guns. From a gameplay perspective, they shouldn't be more effective than an AR beyond 20m. Besides having little recoil and spread (which makes it effective past 20m) the PP-29 also has a large magazine by default because of it's unique design. It's clear this gun is overtuned and recoil and spread needs to be adapted to compensate for the large magazine.
