It is a weird decision.

It hardly changes anything considering that if you are flying low the other air vehicle already has the height advantage over you and if we talk about  AA tanks, if the aircraft is that low, it is generally out of LoS too.

The only applicable use of bellow radar as advertise that I can find is to maybe make an  dogfight a bit more complicated.

Btw lets not forget that any time an aircraft is flying low it is a railgun tank fodder
