The Armour Plate gadget makes the TTK too inconsistent, especially if you come up against a couple of enemies then your magazine is often left short to deal with both of them due to the extra bullets needed if they both have armour plate.
Worse still you don't know they are running it until you hit them and get the blue marker by that point its too late. The plate does not fit in with the gunplay of the BF series
Honestly, if they removed the armor from Angel's gadget that they can spam would probably solve the issue.
I'd take an educated guess and say not many people run with the plate gadget, instead run Angel or just hope an Angel reupplies them.

But at least you'd know when you were up against him that he has armour - the character model would be sufficient.
As it stands right now, there's no way of telling who has the plate and who doesn't until the shooting starts or if you're lucky enough to see the player drop a pack or shoot a rocket.
Angel should had just been able to throw just the ammo pouches instead of Armor with an ammo pouch strapped on it
Do a test with a Portal server with a friend, and you will see that it is not more bullets that are needed. In any case, there is a reason for high-powered ammunition
@Trokey66 True, BF4 Defensive Field Upgrade Tier 1 (always aktive):
ARMOR BF4 ARMOR.PNG Reduces incoming damage taken to the torso by 10%. Requires most primary weapons to fire an extra bullet in order to kill players with ARMOR equipped. Also prevents standard sniper rifles from earning close-range kills to the chest.
Makes an "inconsistant" shooting experience as well.
I wish they were unique to HZ but that's just how it works out some times. I always assume people have on em and fire accordingly - gotta get used to switching to your secondary cause you're gonna be wasting a bunch of ammo
