I think the only options are to reduce health or increase repair time. I've tried brining them down and usually what happens is that I'll get one strike in, then it flies off or goes behind an obstacle to repair before I can even reload, which is pretty frustrating.
If I'm lucky and the pilot is not that good, I'll get 2 strikes in, but that is not enough to bring it down and with so little ammo around, I can't pursue further. If I'm really lucky, I'll get killed and respawn with a full kit and the helo is still hanging around and I can try again, but that is fairly rare and down to a bad pilot.
I can't argue about the offensive/defensive capabilities and whether or not they are valid or just plain wrong, but I do know that unless you have 3 or 4 team mates firing rockets at the same time, its super hard to bring them down, considering reload time, shots which don't hit, flares, etc.
It seems practical to simply reduce health or repair time and keep everything else the same.
Capability differences between the Condor and Hind are kinda ridiculous, really. Firepower wise, not much, but the Hind is far too agile by comparison. This further acts to make it incredibly difficult to take down with things like the Lis rocket, where it makes the subtlest movement to throw itself out of the way and then zooms off out of range. This thing is basically an Mi-17 with an Mi-24 nose, it should perform like a sluggish transport.
