Vehicles are mostly used for farming infantry, more than fighting other vehicles. Whether using cannons/rockets on infantry is skillfull, could be debated.
There will be less specialists using rockets after the next patch and many of the ground-vehicles will be buffed (turrets, active armor).
The anti-vehicle rockets are pretty weak in general and reducing their number means that vehicles will probably be easier to use after the patch.
They have to do something to make the engineer class stronger, than it would be without any changes.
But we will have to see how things turn out.
