Where is the recoil fix?

For those who are unaware, a bug was found in the way the game handles recoil which affects everyone

I was under the impression that the issue was found and a fix has been made

However there's no mention of it in the patch notes

I don't see why such a massive issue wouldn't be fixed ASAP so not seeing it in the patch notes is very disappointing
