The same reason people aren't buying this game or have quit playing on PS, XB and PC won't change. The issues and reasons will still exist regardless if they have a few more sales in cloud gaming. IMO, it's a distraction they don't need right now as there are far more important things they need to focus on right now otherwise there will be no game left to save.
Sales will increase if or when EA / DICE takes the necessary steps to attract players back to the game / franchise.
