Why nobody seems to give out orders when requested?

A lot of the time it's probably just missed with all the activity going on .... ducking heli bombs, running from 60MM mortar, multiple infantry, robotic dogs and sentries....

The benefit of following orders (even in super limited squad command abilities) would be coordinated attack and better chance at capturing an objective leading to victory.

Of course, that's just me, it seems everything is about XP today.
