1FPS all the time

I guess it is time for a full reinstall of your operating system, something is way off.... You didn't enable HPET in the bios or the OS ?
Grab the latest windows 10 Home version, Nvidia driver and install Steam and Battlefield... no chipset drivers or other software
Test and play it.. if it is good, slowly install other programs like your stream software.
There must be somehwere a conflict
