It seems they don't even acknowledge this as a problem anymore... I guess it's working as intended :/... I have a 9900k and my work around has been to cap my frames using nvidia control panel settings. I was previously locked around 138fps and instead manually capped it at 120 and it's cut down a little CPU usage for me. Enough to give me slight overhead at least. Nvidia control panel also has a setting for out-of-focus fps limit if you want it. That one's nice so when you alt-tab, even if in borderless window, you can have it cap even lower while your use other parts of your system.
