I can also see you've stated:

Are you using any software with an overlay? Yes
If yes, can you list them here? Nvidia Gforce
If you disable this software, does that have any effect? Yes

Are you sure this issue disappears if you disable the overlay? I have it disabled (or close GeForce Experience completely) and it makes no difference.

    @SlipperyLiz4rd sorry i meant to say that gforce whether on or off doesn’t make a difference. It still doesn’t work
