I'm having this exact same issue, and also only since Season 3.
It is not constant for me but rather is happening intermittently, however it happens enough to where the game is pretty much unplayable for me. I have noticed that when this is happening, my CPU utilization tends to be around 100%. Closing out of all other programs on my computer helps with CPU utilization a little bit, and seems to alleviate the issue some, but my CPU utilization should really be down around 50% or so, give or take (I believe that's about where it was pre-Season 3, while capturing gameplay simultaneously with OBS).
