If you have applied Clean Boot then abandon it and restore Windows startup to the state before you applied Clean Boot in MSConfig. If you have not applied this then do not change anything under MSConfig.

Try to download this Direct X Online installer from Microsoft

https://www.microsoft.com/en-us/Download/confirmation.aspx?id=35

And check that you have the current version. If you don't, the installer will update it, if you have the current version it will tell you that you don't need to do anything.
