Do you have any overlay programs running in the background?

@EA_Atic I have now tested with all in-game overlays disabled. The bug still happened. I recorded my screen, see the google photos link below. You can see the pattern I described, it first freezes at about 0:00:05, before momentarily unfreezing at 0:00:08, you can see that by gun scopes out and I stop walking right because I let go of RMB and D when the bug started, then it freezes again till about 0:00:10. While it was frozen I was moving my mouse and pressing movement keys but nothing was happening and you can see that when it unfreezes the view starts panning with my mouse movements. It follows this exact pattern with what feels like the same duration every time.
