So did you ever fix your issue. I9-9900k with a 9060 XT and I have the start stop thing that you had. The in game graphs tell me its a packet loss issue. Yet no problems with other games, no problems testing for PL. I've tried everything. Nothing fixes it. Im lucky if I can play one out of 10 games. Although I have some success when I do find a good game, and stay in the same game loop.
